The REPO Act - which stands for Reform for the Education of Police Officers - is Operation Nation's proposal for federal legislation requiring all officers of the law in all cities with a population larger than 50,000, to have a 4-year bachelor's degree from a nationally accredited university or college. The Act will require mandatory U.S. Dept. of Justice review of any and all murders, rapes, and assaults committed by police; will create a Federal Citizen Grand Jury, bequeathed the ultimate power of oversight of their elected government for any legally valid reason; will concretely limit the affirmative defense of "qualified immunity" for police in civil actions; and will require a mandatory five year minimum prison sentence without parole for any police officer found guilty of negligent homicide, manslaughter, or murder; and a mandatory minimum two year sentence without parole for all unjustified assaults. Provisions will also be in place so judges and prosecutors no longer have Eleventh Amendment absolute immunity from civil liability in clear cases of abuse of power; and will now be protected by the strict qualified immunity standard previously mentioned.
Once all the details are ironed out, Operation Nation will begin gathering signatures in hopes to get this proposal either on a national ballot or passed through Congress.
Police, prosecutors, and judges are given great power over the American masses, therefore must have the education to handle that power, and statutory responsibility to uphold those oaths of office. The REPO Act provides both, and protects the citizens of our country from blatant, malicious government acts upon them.
